I usually draw freehand (check my artist tag), scan them in and tidy them up in paint, I did a few comics a while back and those were all done in paint.
I have photoshop, but I’ve never learned how to use it.
Most my art is done in Mspaint. ^^

ALL of my images were edited in MSpaint!
I usually use FastStone Image Viewer to crop an image, but sometimes I’ll just do it in IrfanView; both are free, fairly small, and easy to use.

FireShot works with Chrome and FireFox. You can select part of the screen you want to capture.
Gimp is free and sufficiently powerful for memeing images.
I usually just paste the PrntScrn image into an MS Paint file and then cropping out everything else. I really need better image editing software, particularly for some exploitable meme images I’ve been wanting to upload…
I use a screen clipping tool (in this case, puu.sh) to capture just that part before uploading.
