Bilbo used the ring while he was in Mirkwood, the same place that Sauron’s spirit was lingering in Dul’guldur. Frodo wasn’t overly resilient, it’s just that he was the next best choice after Bilbo who demonstrated the capacity to resist the Ring’s temptation.

I guess it would be increasingly hard to ignore the ring that close to its master. Bilbo didn’t go to Moredoor so he didn’t get the full dose of crazy.

It’s because of how hobbits are “more pure of heart than Men, and far less powerful than Elves”, they said so when saying why Frodo would carry it in Fellowship of the Ring.
It was in the rings best interest. It kind of has a thing for playing the long game.
