That’s easy to explain if they want for a pure Pony rogue gallery. Discord and Tirek, as bad and awesome as they can be, are not ponies.

The fact that this four villains can be powerful dark beings while still being for all manners and purposes “ponies” (as in you know, girly horses) is a testament to their badassery.

Now wanting Mane-iac on the other hand could be justified as he fits the criteria of being a pony, but I suppose the creator considered her a strike against her her nature of being fictional in-universe and went with Nightmare Rarity instead.
