Here’s the way I see it:
Background pony: mostly appears in the background with the occasional scene and line of dialogue (eg. Lyra, Derpy, Minuette, etc.).
Minor character: Plays a major role in one or two episodes, and makes the occasional appearance in others where they don’t really play a major role, but they’re there and have dialogue (Trixie, Gilda, Maud, Cheese Sandwich).
Secondary character: Has multiple appearances where they’re relevant to the plot, but does not appear as often as the main characters (The Princesses, Cheerilee, Big Mac).
Main character: The characters the plot of an episode tends to revolve around (The CMC, The Mane Six, Spike)
I always figured that a background pony becomes a secondary character when they have multiple episodes where they play a major role.
She’s more of a minor character than a background pony. ^^

Over a Barrel is a most hated episode? That’s news to me. I thought it was pretty meh, same with Ponyville Confidential. Mare do Well I didn’t mind at first but each time I watched it I realized more and more just how much of a d**k everyone in that episode is. Feeling Pinkie Keen I also didn’t mind until I realized how horrible of a message it sends. Spike at Your Service was kind of dumb I thought, and the Twilicorn episode seemed too light for the outcome of it to be such a big change in one of the characters. It really felt like they just took a normal episode and tacked the ascension bit on to the end.
Sunlight Spring Step. (green pon pon cheerleader in my profile pic) I absolutely adore her design. ^^
I did say a punching bag. “The Mysterious Mare-Do-Well” and SaYS seem to be the most widely-hated episodes, with “Magical Mystery Cure” close behind. (Not sure if “Over a Barrel” and “Feeling Pinkie Keen” qualify; I rarely see them mentioned anymore, though up until the fandom started obsessing over Twilicorn they were usually mentioned alongside MMDW and SaYS.) It’s just that I’ve seen the hate for TMMDW, SaYS, and MMC ever since they first aired (and, from what I understand, the same is true of OaB and FPK), but I recall the reaction to “Ponyville Confidential” being neutral-to-positive during the S2 days.
I thought Spike at your Service was the most hated episode. But I enjoyed it anyway.
Another thing: When did “Ponyville Confidential” become a fandom punching bag? I recall it being pretty well received when it first aired.
There was an advertisement for Rainbow Rocks in the last DVD for season 2, and that gave the release date as March in the UK.

Still better than Ponyville Confidential (Heck, even “Shop Talk” from G1.5 was better than that).

I felt like the humor in it was very forced, and even that paled in comparison to how…stupid, I guess…the story was.
I liked it, too.

They don’t even air at all on the terrestrial channels over here in the UK.
Only way we can watch them (as far as I know) is to find an upload of them somewhere, or wait for the DVDs to come out. (And we just got the second DVD from season 2 over here).
