So technically these two lived on a mountain. Alone for decades. Until Starswirl found them. Then technically decided, since hey they’re from what seems to be a ridiculously long lived or forever young race, and share the core attributes of the three tribes that just united, why not make them the leaders of the united tribes.

I just imagine Celestia being an overgrown dork who spent all her time playing with her baby sister during those years. That’s kind of amusing.
