Having her be a unicorn makes her much more threatening. The whole episode had an Orwellian vibe, as was intended. Not only is it realistic, there are examples of this kind of rationale and ideology being used throughout the past century. When it comes down to it, she doesn’t hold much against the power of the other villains in the show, but she’s easily the most human out of them all. I’m going to be extremely disappointed if she isn’t seen again soon.

I think what makes Starlight more frightening than other villains, is she’s much closer to reality. Look at all the sociopaths across the ages, brainwashing everyday people.  
Discord can bend reality. Chrysalis can take anyone’s identity. Tirek and Sombra were rampaging monsters. But we can’t really relate to that. But bring up Jim Jones or Marshall Applewhite and those that know get the creeps (or at least I do).

Starlight here was one of the villains that was legitimately furious. Chrysalis, Nightmare, Discord, they all got a bit grumpy from time to time but…  
Well, let’s see… Sombra howled in rage while exploding, Sunset tried to murder Twilight and company, the sirens had a couple of outbursts, (albeit if a few were directed at each other,) and Tirek was screaming half the time.
 
Starlight tried to blast a group of ponies away, only protected by Twilight, became increasingly furious as her town turned on her and silenced the Mane 6 mid-friendship lesson. The newer villains are surprisingly more threatening, not that I’m complaining.
