Well, being a party pony seems like an actual profession in Equestria, considering someone could get a certification for it. Plus, it tends to be a specific type of personality that goes for those types of jobs.
 
Sugar Belle, I think, has the mane and colors to appear something like the frosting on the cupcakes and assorted baked goods she does, so more like Mrs. Cake but younger and wilder.

Funny isn’t it? By having the background ponies use their unique abilities to save the day instead of the Mane 6, the writers made a more compelling case for equality than Starlight Shimmer’s little experiment.

The engineers of command and conquer would be proud.
