Because galas are made to be fancy events and it’s mainly for the ponies that live around Canterlot, whom are upper class ponies.

You get my point? Ultimatelly Celestia and the mane six had no control over the Smooze OR Discord, and the fact that he almost lost it at the Gala is kinda scary, not funny. If they still had the Elements you could make the argument things were ultimatelly under control, but they don’t.
 
If Celestia finds the Gala THAT boring maybe she should just cancel the event or not attend herself. Heck, at this point I wonder why anypony attends it since it’s more than likely you’ll have a terrible time.

I think Celestia is perfectly aware of everypony’s safety, and she wouldn’t back down from standing up to Discord, even without the Elements.

And mind you, I’m not saying she can’t have a sense of humour and want to make things interesting.
 
But if ‘interesting’ means losing control of the situation and putting ponies in real delicate situations like was the case with Discord, that’s going too far.

It’s still irresponsible and dumb. One of her subjects almost got banished and the rest were terrified and miserable, and all she worries about in the end is that it wasn’t boring?
 
Twilight and friends do what they can to help and tried their best to keep things under control and make ponies’ night pleasant, rather than enjoying their terror.

Celestia couldn’t do a thing if Discord decided to throw Tree Hugger. Discord is clearly more powerful than her, and without the Elements the only thing keeping Discord in line is himself.

If things did get worse than what we saw in the episode like Discord actually throwing Tree Hugger into the portal, Celestia would definitely do something about it.

I say that Discord threw Tree Hugger into the Warp and Sombra (after his fall his existance resides in the Warp) was about to devour her soul and sacrifice her to Chaos Undivided.
