When you introduce a charged object to it negative or positive it repels or attracts electrons.
If you touch it with a positive charged object all the negative electrons will attract to the top where you touch leaving the positives at the bottom to repel off each other with enough force to move the light bits of metal at the bottom.
You can’t stick two magnates together if they are both the same side, this is a similar effect.

Fluttershy is keeping the negative pole of a magnet near that metal disc.
When Dash isn’t touching it, the electrons flee away from it, and end up into those two metal leaves in the glass.
Now both leaves are electrically negatively charged, so they tend to get away from each other. That’s why you can see them spreading apart.
When Dash touches the disc, the electrons are being distributed on her (skin), so the leaves get charged much less than before.
