Define “proper”, lol. Between Celestia, Luna, Cadance and Twilight there’s a lot to wish for.  
And that’s a good thing. Let’s us see more behind what might have been bland and boring

How can you tell that? It’s not like we see what else happens outside the episodes.  
For all we know, Luna might have made major reforms with new ideas.  
Or is this about the whole “I accidentally endangered the world. Again.” thing?  
Because a big reminder - for all their power, Alicorns are still JUST PONIES.  
They make mistakes. The difference is scale.
