Well, that works too. And it’s fine doing that, as you still get the desired result.
Just make sure it’s whole hundreds… 200% or 300%, not 250%.
In Paint, you can select an area and, press Ctrl+Numpad Plus top scale it 200% with ‘nearest neighbour’.
But you must make sure there’s room for it to scale in. And you can only get 200%, 400%, 800% in Paint.

Still, it’s not scaled to the nearest hundreds.
According to my calculations, this image is scaled 250%.
(Actually got 250.289%, either a miscalculation, or this is a free-form scaling)
I would suggest using 300% instead. All these pixels are so uneven.
