Angel’s role has always been to help Fluttershy be more assertive, ever since we saw him introduced in “The Ticket Master”. Unfortunately, Fluttershy didn’t know what she was getting into when she asked for his help in being a more scary pony.
No one was in any real danger and it was just nightmare night prank it was no different from a really good haunted house why wouldn’t they forgive him?
Also Fluttershy is the one who went through with it and came up with the idea to scare her friends the second time Angel just helped with the execution of it so she’s just as much to blame for them getting scared.
Finally an explanation as to why Fluttershy tolerate him.
