Umm, they’re pretty much based off the Blue Angels, who are military.
 
In the real world, nobody signs up to become a Blue Angels pilot right off the bat. They have to be an experienced Navy or Marine Corps pilot first, but while some pilots may have combat experience under their belt, the Blue Angels are not a combat oriented squadron.
 
The way I see the Wonderbolts in the show, is that they are a part of a military organization, except candidates can go through training specifically to be a Wonderbolt, vs being assigned to a combat unit first.

While that may be true about military leaders, there is a problem with your logic; the Wonderbolts are NOT military. We’ve seen the actual military in Canterlot, they have weapons and armor. Also in Hearth’s Warming we see RD and FS dressed as military and they are wearing armor as well so the armor isn’t just for unicorns. If the Wonderbolts were really military they would have armor and weapons and would have shown up in Canterlot to help against the Changeling attack taking the role as Equestria’s air force. I know that during their aerobatic performances they would not be wearing armor or carry weapons as it would weigh them down, but even so they would still have some sort of military connection on their flight suits such as an Equestrian air force logo of something.
 
Also I think they tried to stop Spike in SoME not out of any government duty, but rather as a volunteer effort to put their skills to good use. Sort of like if you were a very good swimmer and helped save someone from drowning even though you are not a lifeguard.
 
I think Merriwether made Spits act and dress like that just to exaggerate the atmosphere that the Wonderbolts take themselves seriously and that only the best make it in.
 
Also I think it’s important to mention that Merriwether also wrote Hearth’s Warming with the military pegasai so the idea of what military pegasai is like would be the more or less the same.
