I’ve been thinking about this, and it’s not really true. Let’s say the clock had the hour hand 3/4 of the way from 3 to 4, and the minute hand was sharply on the 3, and the second hand was on the 6. Is it 3:15? Or 3:45? And is it exactly 3:15, half to, or half past? Ambiguity is never right at any time of the day.
 
It’s more correct to say a clock that nobody wound or changed the battery in is right twice a day. If it actually broke, all bets are off.
