Um, OK, I was more worried about Sans.
Actually, and these are spoilers if you haven’t watched the anime or read the manga at the end of Part 3, Jotaro’s Stand Star Platinum emulates DIO’s The World’s Time Stop ability, after nearly getting crushed by a steamroller. He uses it a lot in Part 4, where he even uses it to fight a sniper, and defeat Kira.

I don’t know about Jotaro, but Sans never messed with time.
Best he did was figure out time was looping due to Flowey resetting with impunity (since it’s up to the player whether Frisk ever resets outside of the Omega Flowey fight in the forced Neutral ending) and somehow possessed a means of getting reports of temporal activity (or so his line in his Genocide fight implies) but outside of fanon, Sans never possesses direct power over time.
