Apparently the diaperless original (see source) is called “Fluttershy’s Revenge” and is a follow up to one with Flutters in a maid’s outfit. And Gilda is saying she didn’t want to dress like this. I think everyone’s just assuming the Stare was used because how else does Fluttershy get Gilda in a maid’s outfit?
