Yea, it’s nothing new, but its targetted at the younger set, and it’s a reasonable strategy.
my local comic book store has them, the comics are just reprints of the mane6 micro-series comics but there more that 6 of the posters, tattoos and stickers.
Yes. And apparently considered a strong seller as the first printing was completely bought out by retailers.

IDW claims that this will lead to other micro-packs for kid-friendly works they have like TMNT, and figure it a way to get comic books back into mainstream stores like Target and Walmart.
