I think a simpler explanation is that this is a picosecond before a particular dragon was taught his lowly place in the scheme of things. A little aversion therapy would seem to be in order.

Well, Twilight did put the Ursa baby to sleep with a lullaby before using her telekinesis.  
And she didn’t even bother trying it with the hydra or the dragons.
 
So my guess is that while she can technically use her telekinesis on big/strong creatures, it probably doesn’t work if they’re awake and can struggle.
