Not even necessary, in my opinion. Having them put on more clothes than they normally wear to swim, and having no one ever acknowledge it, would be a source of humor, in my opinion.
Actually, having one pony point out that swimsuits don’t make sense, but get ignored, would also be funny.
Maybe some 4wall breaking comment about how the suits keep their coats dry would help to make it more beliveable.
I think a one-piece could be done pretty safely. They’re fairly conservative by Western standards.
It would be funny to see Rarity in a bikini just to see Spike gush over her.
(Dispite ironically, she’s usually naked.)
Bronies mostly know ponies have nipples on their crotch. Kids on the other hand…
If say Rarity wore a two-piece, the staff would have done it for laughs. Comedy doesn’t have to make sense either.
So a top would serve no purpose; it would only be decorative.
Again, like neckties. Or hair bands, or bows, or…

These cartoon ponies aren’t really all that anatomically-correct anyways… Not to mention some of the every day items, and such they use seem more suited for humans, as kinda a subtle joke in the series.
But a two piece is especially stupid on a pony because that would imply boobies. Which by now everyone should know that pony have nipples in their crotches.
Have you ever thought about how stupid a necktie is? Clothing doesn’t have to make sense.
