Simple

Vancouver still uses these kinds of buses. Every once in a while they derail themselves and then the driver needs to re-tether it like this. But not with their mouth.

It’s an electric bus. The pone is tethering/untethering the trolly poles that make contact with the overhead power lines. Seattle used to have a lot of buses like this, but they seem to have mostly disappeared.
