Rarity seems like the devious sort. I know its not the shows NMM timeline but if she works directly for NMM, for her to know about her i just cant see her as a “good guy” in this universe. (probably because i would just see it as really boring if you made such a interesting world and the end result of a thousand years of NMM shaping the world to her liking is 99% the same as the main world just some career changes for some characters)
 
If shes the grovel and ingratiate type shes probably a backstabber looking for the right time to strike and advance her own position. Not something a ruler would ignore and see as a non threat, but also at the same time useful but needing to keep an eye on.
 
Twilight would be safe for quiet a while depending on Raritys position within the hierarchy but deoending on Raritys ambitions might eventually become an obstacle. And maybe an useful tool before that.

Why be jealous of someone who poses no threat? Rarity is also likely the type to grovel and ingratiate herself. So she probably appeals to NMM’s arrogance.

She could easily gobble Rarity up when no pony is watching, and then just say she was making sure a criminal pony couldn’t make anymore thefts. Course, no pony would realize she meant stealing somepony’s heart. At least that gobbling technique is good for something, but Nightmare Moon has no reason to gobble up Rarity…. yet.

Or the wound can only be seen magically? Sort of when viewing her “aura”? (Which might not be so easy when you’re looking at NM…)
