You know, the artist is here on the site - you could just send them a PM asking them if they’d be ok with it.
 
It never hurts to ask, and being polite and including an artist in a work you are creating inspired by their art is sometimes the kind of thing that inspires artists to make more art.
 
So, give it a try?
 
And, yes - you can write a story based on someone else’s art without any permission. But sometimes they will allow you to use their art as a cover if they like the story, and maybe they’ll like the story so much they might even do some follow up images. Sometimes magic happens. Sometimes not. But it always seems worth a try.

But you do need their permission to use their artwork as the coverart for your fandic. As long as you credit the artist in the story description, most people are cool with their fanart being used as coverart for fanfics.

There’s no requirement to ask for permission to write a story based on somebody’s art.

better ask the artist before jump the book. if ok to use this artwork for fic.  
and on top that I had few idea which could I ask my few best artist to create sequel to this art piece.
