It’s referring specifically to the idea of Flash acting as a caretaker to Flurry like Sunburst was at times.
Uncle in the sense of being married to your aunt, I’m assuming, since he and Twilight (Flurry’s aunt) were a thing that one time. Weird to phrase it like that from the babies perspective, so I’m guessing there’s a little more to it.
He’s first seen as Cadance’s Guard in “Three’s a Crowd” when she gets off the train. He also shows up and has a line early in “Twilight’s Kingdom part 1”.
