Clouds are entirely made of water. Besides, Katara created fog in “The Awakening” to provide cover, and the same trick was used again later by other waterbenders to sneak in the invasion force in “The Day of Black Sun, Part 1”.
Actually, yes, Katara and Aang combined their bending in the episode “The Fortuneteller” to create clouds of certain shape that cause the fortuneteller to acknowledge the imminent eruption of the nearby volcano.
But, yeah, Dash is totally an airbender.

Didn’t they do it in the volcano episode?
Clouds are an easy visual indicator of all things air and wind. We even see a little cloud around Twilight’s legs. Besides, waterbenders wouldn’t be able to bend the clouds. Just the water inside the clouds. I can’t recall an episode an episode where a waterbender could bend the vapors in the air. Whenever water from the air is bended, it always came out in its liquid form.
She’s bending clouds, so it could literally be either.
I think RD is air element.
Rainbow Dash was an Air Bender, not Water Bender.
Rarity’s a metal/jem bender
RD and Fluttershy are water benders
Pinkie’s a fire bender
and Twilight’s an Avatar
