In the time the movie takes place, Equestria itself is in a state of chaos and collapse.
Not really. It’s in a state of stagnation and rigidity. Each tribe is ruled by fear and superstition, and there’s no freedom of movement or association between the tribes. Rules and order are the reason the three tribes aren’t interacting, and she’s rebelling against that. Chaotic.
Someone that is truly Chaotic wouldn’t really care about what once was, let alone trying to bring that back.
You’re telling me a chaotic character wouldn’t try to return to a time when there was more freedom?
Sure, a Chaotic Good character would seek to end the conflict and bring peace, but unity is something that is in direct contrast with Chaos.
So which is it? Is ending conflict compatible with the Chaotic alignment or not? You said:

That’s not true at all. You can have unity while retaining sovereignty. Besides, her goal isn’t to establish a new government. Her goal is to give the three tribes the freedom to mingle.

If it were just Sunny doing her own thing, following her personal moral compass that would be one thing. But Sunny is also specifically trying to do a very specific kind of good. She’s essentially trying to restore Equestria back to its former glory, or at least set that in motion, because she believes wholeheartedly that that will bring more good into the world than there is in the current state of things.
In the time the movie takes place, Equestria itself is in a state of chaos and collapse. Its people have divided back into just tribes looking after their own. We cannot call either of the societies they have as being ‘Equestria’. Sunny is trying to bring order to the chaos of the tribes’ conflicts with each other.
Someone that is truly Chaotic wouldn’t really care about what once was, let alone trying to bring that back. They wouldn’t necessarily be concerned about trying to specifically reunite the Pony Tribes. Sure, a Chaotic Good character would seek to end the conflict and bring peace, but unity is something that is in direct contrast with Chaos. With unity, comes one government, one order, one law.
What I feel is a big misconception that’s made is the idea that a Chaotic character cannot abide by the law and must always disregard it. Or that a Neutral character cannot make lawful or chaotic choices.
With that said, and in light of what has already been discussed, perhaps Izzy is just also closer to Neutral Good.

It’s subtle, but Izzy is more lawful than Sunny. She’s just a bit more distractible and energetic, but that doesn’t make her “Chaotic” in the alignment sense.
Izzy respected the royalty in Zephyr Heights, she respected the jinxies taboo in Bridlewood, and in Maretime Bay she tried to directly speak to law enforcement to de-escalate the situation. As others have said, Izzy tends to adapt herself to her surroundings and takes her cues from other ponies around her.
Sunny, meanwhile, is a total rule breaker. She’s focused on what she thinks is “right” and “good” and is perfectly willing to run roughshod over any rules standing in her way. She also lies as a friend to Hitch about backing down from her activism. She’s willing to lie, trespass, and steal to get her way.

Sunny breaks the rules, but she doesn’t do it because she is a rebel type, she does it to put the society on the right track, and to restore the old order. Izzy doesn’t seem to care about the society, she just lives her own life, which is a more chaotic approach in my opinion.

Izzy, on the other hand, is more aligned with being Chaotic Good because she is quite literally a hermit that has been living outside of her society both literally and metaphorically. She doesn’t really display any acknowledgement for rules and customs and appears guided solely by her own moral compass.
This is untrue. All indications point to Izzy living within unicorn society (her house is within the village, she knows other unicorns and they know her, and she knows unicorn superstitions), and Izzy is shown to follow the rules/customs when she pressures Hitch to not say jinxed words (and doesn’t say them herself), bows to royalty, and allows the tennis ball to stay on her head until she’s freed.

Chaotic Good more readily breaks rules than Neutral Good does, though. Sunny is the one actively trying to undermine authority.
A chaotic good character acts as his conscience directs him with little regard for what others expect of him. He makes
his own way, but he’s kind and benevolent. He believes in goodness and right but has little use for laws and regulations. He hates it when people try to intimidate others and tell them what to do. He follows his own moral compass, which, although good, may not agree with that of society.

Meanwhile, Izzy readily adapts to her surroundings.

She’s the one who bows in the throne room and addressed Zipp as royalty. Any time she breaks rules, it’s always someone else’s idea.
A neutral good character does the best that a good person can do. He is devoted to helping others. He works with kings and magistrates but does not feel beholden to them.
Her song is all about fitting in.

Being Neutral Good means that you have a strong sense of right and wrong and while you still believe in society and the rule of law, you are more than wiling to bend or break the rules in order to do what you believe is right.
That is almost the very definition of the character Sunny has. Her entire mission is for the benefit of society, but she betrays the customs and laws of her society in order to save, or rather, fix it.
Izzy, on the other hand, is more aligned with being Chaotic Good because she is quite literally a hermit that has been living outside of her society both literally and metaphorically. Nah, Sunny more actively rebels and breaks rules, where Izzy is just sort of along for the ride, and is pretty reserved for most of the movie.
