The Spartan IV’s actually go back to the program’s roots in Project ORION. All of the new Spartans are consenting adults who receive something closer to gene therapy rather than crazy surgical augmentations.
And the novels make it clear that the UNSC still has some baddies to fight after the war; the Insurrection is making a comeback and a pretty sizable portion of the Elite population wants to finish humanity off. Super-soldiers are still pretty useful.
There was a whole host of Spartan-IIs. Jeorge is (was, R.i.P.) one, and John trained with a whole class during his younger years. John’s class was one of many. Had friendships. Most
got killed in actionwent missing in action. John actively saved Linda’s life by putting her in cryo-sleep and sending her off before shit exploded (IIRC, as I said before it’s been years since I read the books), and I think some others did survive, but of course were lost. Since Jeorge died, John is the only Spartan-II whose whereabouts are currently known by the gamer community. Spartan-IIs were resilient as all hell, far more so than the cheaper Spartan-IIIs; it is likely some of the MiA (for real) Spartan-IIs are still alive by the end of Halo 3. Somewhere.Thank you!

Also are there no Spartan-IIs besides John? I have never read the expanded universe.

It’s been a while, but if I remember correctly, the books saw some spartan-IIs survive, I think locked in cryo-sleep and then lost, much like John.
pretty much all the spartan-IIIs died (the last of them on Onyx IIRC), but some may have lived or simply have been stationed elsewhere (and pulled back before their planet was taken), it’s not an impossibility. And we never saw Jun die, as you said, so he adds to the Spartan-III potential-living count.
There not gonna decommission super soldiers when they can still be used for special missions.
You forget the Spartans were originally meant to kill human rebels till that rather inconvenient alien invasion.
Why would the UNSC reinstate the Spartan program? It was desperate and dangerous, only appropriate for a time when humanity faced annihilation
I don’t have high hopes for Halo 4. I hope I’m wrong, but every Halo game made by anyone other than Bungie has simply failed to compare. Oh well. We’ll see.
