The thing about the Frog is that it’s technically supersonic capable, smaller, and generally lighter. It’s not a massive difference, but a 25 or 25SM should reliably win a duel with its contemporary. Also note that the GSh-30-2 munitions are only a grand total of 8mm shorter - not narrower - than the GAU-8’s; so a good burst from either is absolutely overkill for killing any plane, heavily-armoured monsters as these included.  
The frogfoot has similar protection to the hog, same bathtub concept, and though I can’t substantiate it I have heard that it has up to 2x as much total titanium in it as the A-10 does.
 
Also modern Frogfoots are entirely compatible with the R-73 family, so really, missile disparity isn’t a thing :)

The SU-25 is about 80 or so mph faster, making it easier to target an A-10 with an R-60 (Russian equivalent of the AIM-9) but the R-60 would likely be attracted to the flares shot off by the Hog, in which case the Hog would engage with its own air to air missiles.
 
Take missiles out of the equation, though, and the A-10 is still highly maneuverable, more heavily armored, and has the superior gun. Things that could make make up for the slower speed.
