I’d imagine it’s because teats and crotchboobs can be clothed too. Not all instances of crotchboobs have them shown bare. See crotchbra

My understanding is that breasts used to mean naked breasts specifically, but quickly evolved into meaning prominent breasts and has never looked back. This gets brought up a lot but nobody ever unimplies it
