She has literally-floor-length hair. It’s gathered into a very high ponytail at the top of her head. This bunches up her hair in front of that and creates the bulge above her forehead. For the rest, the ponytail is tied off a second time with a complicated knot to create the twintails.
 
In the real world, hair would be much less bouncy because gravity, but the style could technically be done… if you’re at least in your 20’s and had never had a haircut in your life.
