How can you say ‘creepy’ to that?  

I’m thinking maybe its an experimental idea, they wanna see how people react to this design. Because of that the Cake twins didn’t have it in the episode.
 
We’ll probably see if it stays the same or becomes the new design when Shining Armor and Cadence have their baby.
 
As for how they thought of this? I’m guessing they probably saw Lightning Blitz go through beady to normal eyes before he was even a year old on the Motherly Scootaloo tumblr.

The second one is after she ate a whole plate of apple fritters. That’s a plate bigger then her of deep fried sweet apple pastries. She’s got so much sugar in her system her eyes are so dilated to the point she’s seeing the multiverse.

Looks like they kept her apple hair-clip and her hair shape, so I think this is on purpose. The original baby eyes are just too ugly.

Maybe the photo was eventually updated? shrugs

There’s a tax on newborns, so AJ was kept hidden in the barn until she was old enough to slip past it.
 
Then she went to the Apple Family reunion, was spotted by Mayor Mare or a concerned citizen and had her birth certificate made.

They could have taken the birth certificate photo later for some weird reason, maybe.

They probably just realized how freaking creepy baby ponies were and decided to retcon how they looked from now on.

Its also possible that they got the birth certificate later as it was a home birth and they didn’t think it was as important.

Logically the middle should come first, but how would that be?

Maybe baby ponies are just very photogenic?

That would be a weird sequence.
