After the failure of Operation Rightious Strike, he took both Baby Elves in order to gain access to the ultimate power, which is the Dark Elf.
In other words, because he lacked the power to change the status-quo he became obsessed with becoming allpowerful.
He lacked Ciel’s optimism. The way he saw it the only way the war would ever end was the complete destruction of Neo Arcadia and likely the subjugation of the entire human race. After his attempt at leading a direct assault failed he snapped under the pressure of all the resistance fighters he’d sent to death and became obsessed with avenging them by any means possible.
He always kind of seemed that way. It felt like he wanted to topple Neo Arcadia and crate his own régime. He really thought overpowering the enemy with brute force was the best way, and we know how it ended.
as I recall he wanted to be the big hero of the reploids and the baby fairies made him nuts.
