It was made in Paint (dot) Net, yes. As for a trace, sort of. I did make the base from a trace of a picture a few months back or so. I’ve had it in my base folder for a while now and hadn’t used it, so I decided to do so. The mane/tail were done from scratch by me. The glasses were part of the base, but were edited from sunglasses to eyeglasses.
 
Either way, I’ve just always heard these kind of pics referred to as vectors. I guess it’s just false information. I’ll remove the vector tag.

That’s not a vector, this ain’t got nothing to do with a vector. A vector is an indefinitely scalable picture in .svg format, created with the pen tool. It’s made out of shapes and anchor points. This is just some picture made in paint, probably a trace too
