Honestly other than the leaves looking kinda similar (long slender, 5 sectioned leaves) they’re pretty different but I guess the leaves are most people looking for weed are interested in, anyway! I guess it’s also worth noting there are like tons of types of hibiscus’s, some of which loo nothing like weed. Some look pretty suspicious when not flowering, however:

Lol, they look pretty diffrent to me but then again I am a plants guy and have delt with both.
 
Oh, I should probably clerify though that the only “weed” I have delt with is ditch weed which is more of a nuisance then anything.

I don’t know if you’ve ever seen a hibiscus leaf before but it looks a heck of a lot like cannabis to someone who hasn’t seen an actual cannabis plant up close. I bought a hibiscus plant at a flea market a couple months back and while I was carrying it back to my car people kept doing double takes at me and one person even flat asked me if it was weed :|  
That inspired this comic cause there almost certainly has to be some poor pony somewhere who’s cutie mark is a hibiscus leaf/plant, which would probably cause a lot of confusion like this for people around em haha
