I imagine it’s sorta like how you can sometimes hear a muffled “HELP ME!” from the headcrab zombies in the Half Life series.
 
My favorite headcanon regarding the Sombra-soldiers is that they see their worst fears through the eyes of the helmet. In their mind, they’re the ones fighting the monsters.

Though the looks reminds me more of that time Darkseid incarnated on Earth and turned roughly 90% of the human race into his mindslaves with the Anti-Life Equation.
 
To slightly paraphrase his ensuing boast:

You know, this gives me an idea.
 
Is the armor there to hypnotize the slave to do Sombra’s orders, or is the armor using the body inside as food to allow to move and do it’s masters bidding? Imagine your body taken over by something so horrible that it has no feelings while your forced to watch everything it does, all the while your body is slowly dying away inside.
