I would never expect any kind of indication of breasts in a My Little Pony movie, except for the obvious indication that they are female.
 
Everything else would be up for debate. Personally, I think Adagio has it all. Hence her perfection.

nah the difference in flat chest and literal flat chest is on flat chest they still got a little bit of something going on, which all characters in the movies do, except adagio and cmc who have the torsos of 10 year olds where there are literally no breasts whatsoever.

That might just be her little vest giving her weird body proportions. In the diner scene, all three sirens seem to have the same proportions in their hoodies, but then, EVERY girl their age seems to share a character model.
 
The most common depiction I’ve seen is that Adagio has modest breasts, but wide hips and a big butt, which she uses to her full advantage.

I’d have to disagree about the chest size part. Adagio has always looked like the well-endowed type. Not exactly sure why I see people who say otherwise.

This is probably one of my favorite images of Adagio I’ve seen here yet, and that’s saying something, since there are a lot of images of G4’s best villain. The more realistic proportions on the clothes (I especially like the fluff on the legs;) the way the hair is drawn, the eyes, the signature Dagi smug evil grin–only thing I’d change is the size of her chest, since I’m of the mind she’s of the “delicious flat chest” variety, but that’s a matter of personal preference. Otherwise, great stuff.
