I’ve played it before. It’s pretty complicated but also very fun.
There are a few details different but in general, yes. If you’ve ever played Arkham Horror, you’ll have no problem with Ponyville Mystery, even if the names are different (Terror-Level -> Chaos Level | Sanity -> Harmony, etc.)
Neat. Does it follow regular Arkham Rules?
