Yes, this is Glory - basically, she’s one of the 3 or so ponies that the modern Rarity is based on.
 
From Rarity’s page on MLP Wikia:  
Lauren Faust was inspired to create Rarity by her childhood toy G1 ponies Glory and Sparkler. Rarity uses Glory’s color scheme, Sparkler’s cutie mark and appearance, and some mannerisms of G3 Rainbow Dash, like the Trans-Atlantic English accent and a tendency to flip her mane and say “darling”. She shares her name with a G3 pony who was voiced by Cathy Weseluck, who currently voices Spike in the new series. She shares some personality traits with the G1 pony named Melody.

That would be ponies like Scoops or something? I’ve got a toy of her, and she was the only Twice as Fancy Pony in the show as far as I’m concerned, minus her Cutie Mark being simplified.
 
Luckily the books and comics did feature ponies who only appeared in one special or something, yeah, a large cast was a flaw G1 did have.

Oh yes, I’d definitely say Shady had some development, learning to come out of her shell more and believe in herself with the help of especially Molly. And some of the others too - but particularly the ones that were in multiple episodes (Wind Whistler, Fizzy, Buttons, Surprise, etc). But there were a lot of other ponies who appeared in one story and then were never main characters again, so barely got any development beyond what the plot required of them. :)

I see. That’s a similar thing I’d probably say about Saint Seiya (released around the same time as G1 and both animated by Toei) if it’s compared to Sailor Moon…gut at least the characterization in G1 is still good, and I can tell the basis of their personalities.

I think that the main reason that character devlopment suffered so much in G1 was because they had SO MANY characters. I mean sure, G4 has just as many characters (if not more), but it focuses on the lives of the Mane 6, and all the plots centre around them or at least have them helping the pone of the week.
 
G1 tended to introduce new ponies each week as well, but in a major/starring role, so they had less characterisation than a character of their plot importance might otherwise be expected to have.
 
And this is the view from someone who still thinks of himself as a G1 ponyfan first and foremost. :)

Tales is actually part of G1 but yeah, it looks sexist to me, and G4 does slice of life better. G3 is decent, but I really only like 2 of them (love that AVOID ALL CONFLICT AND MUST BE CODDLED)
 
Yeah, G1 and G4 both did great with adventure and being fun and such, though they may have done certain things better (G1 did adventure better IMO along with some characters, while G4 did slightly better character development and slice of life).

Yeah, most of us like it due to it being a cheesy fun eighties romp (G1 I mean).
 
G2 (yes, I know it’s technically a G1 show, but you know what I mean) and G3 teachs little girls horrible lessons (G2: Boys are horrible sociopaths to the last, but you should still fight over them. G3: FEMALES MUST AVOID ALL CONFLICT AND MUST BE CODDLED). So yeah, I have moral reasons to dislike the shows inbetween G1 and G4.
