I think that was intended, since when she was first introduced, she was just a character that Dash was reading about. The book may have described her mane colors and body color, and of course that she was a pegasus, but the mane style and eye color could’ve just been imagined by Rainbow Dash.
 
Heck, the book may have said “grey mane”, but Rainbow imagined a greyscale version of her own.
 
But then when “Daring Don’t” happened, and it turned out she was a real pony, they had to stick with the earlier appearance since it was simpler and less confusing than explaining that what we saw earlier was just Dash’s visualization, and this is how Daring really looks.
