A harvesting tool can be used as a weapon, yes, but a basic scyth is easy to pary and block. A double edged head would help, meaning both sides of the blade, not two of them, but even then the weighting and technique needed to use it properly will only marginally make it better then a basic halberd or axe against anyone who knows how to fight with a weapon.
