It’s not a terrible weapon. It’s just a decent one. It was chosen for the Soviet arsenal because it accurate reflects what they wanted from a rifle, according to their warfighting doctrine.
 
They won WWII by sheer numbers, and they stuck with that doctrine through the cold war. Thus the rifle they made is cheap and impossible to break (ie, requires little to no training to keep it working), and not very accurate (no point in an accurate rifle when you don’t bother to train your soldiers to shoot very well). Thus it’s perfect for their warfighting doctrine of winning by numbers - disposable soldiers.
 
Also its cheapness makes it perfect for poor, third world countries, as do all those other qualities. That’s why so much of the world uses it (and because Russia is fond of selling their hardware).
 
The original M16 was definitely crappy, plastic, super unreliable - but the modernized versions of it, the M16A4 and the M4, are very fine rifles. The M16 is so accurate that it can play the role of an intermediate sniper rifle, or DMR, and the AR-15 variant is commonly used in marksman competitions.
 
It’s more expensive, being built from titanium and high-grade aluminum, and not as easy to care for, but that’s alright since the U.S. doctrine is quality over quantity when compared to the soviets’.
