This is also assuming that Equestrian military tradition is parallel to US military tradition, or British and French.
There are militaries where the Colonel is the highest rank an officer can hold. This then may imply that Shining Armor is a lot higher up than we previously thought.
Or alternatively he is a captain as a captain is in the US and western army, but he was somehow lucky enough to know, bang, and marry a princess that basically gave him a default promotion when his wife assumed rule over the Crystal Empire. So he may have been a captain prior with responsibilities only as big as a company or brigade, but now he’s the husband of a sovereign ruler which probably gives him more authority as per his wife.
Eh, they’re probably fawning over Big Macintosh, Soarin, Shining Armor, or otherwise. Not universally despised anymore, but there’s quite a few more stallions with husbando potential compared to him.
Even if Shining Armor is O-3 and Flash is somewhere around a E-8, it still seems a little low for Shining Armor’s responsibilities. Flash is a little more variable.

Pay grades go E 1-9 (E for Enlisted) and then O 1-9 (O for officer) if I’m correct.
The higher your number, the higher the rank and/or pay-grade. It may also be used to indicate relative experience, though an E-9 will still have to salute an O-1.

Problematic because Shining is apparently very high ranking and he’s a Captain; in most US military branches, the Captain is only the 3rd ranked “commissioned officer” (position of authority) out of 10. Thing is, Shining’s actual policy, commands, and limits probably more concern something like a Brigadier or Major General (ranks 7 and 8, respectively).
To place Flash Sentry, then, he’s more likely to be an “enlisted serviceman” (no authority) than a commissioned officer like Shining Armor. To place him as “high ranking”, I’d probably put him as a Staff Seargent or Seargent First Class (rank 6 or 7 of 9, respectively) for high position but not so far as enlisted officer position.
I am not military; I’m just doing quick research and guessing from there. Bottom line is Equestria’s military as it is is kind of strange and it’s hard to produce an exact comparison as yet.
Which is a shame, really. He could really use some development.
Yeah, something tells me that his cameo appearances in “Three’s a Crowd” and “Twilight’s Kingdom” were a way to test the waters, and the backlash from the haters ruined it, as we haven’t seen him in the show ever since.

If he actually had a personality as the memes describe him as and basically an MLP version of Johnny Bravo, that would make him a fan favourite since it would be a reccuring shtick where he is rejected by any girl he’s into while trying to act cool about it. The current backlash about him was just strong enough that probably both the show and EG movies don’t want to deal with him too long for any development.
Which is to say, I’m not even on the military pay. I’m sure my cadet friend gets paid more than me. So he’s got to at least be at that level.
I think I forgot about Shining Armor’s rank again.
Since Shining Armor is the captain of the guard, then Flash Sentry might either be an ordinary guard or his lieutenant.

Considering Shining Armor was a Captain, and have authority over basically all the guards (as we seen so far), i don’t think Equestria ponies have much of a military ranking, or are very different from our.
