The reason is because the second one is resized to have Trixie’s head match the size of Twilight’s in that perspective (since Twilight is slightly farther away in her shot) so that a direct comparison can be made.
But like, the shot doesn’t seem closer or anything. It just looks like a cropped one of the one above.
It’s different depending on how far away she is

In the end I guess it’s not really significant, but it’s good to see more variety in the little details.

In fact, Trixie’s horn shrunk when compared to her look in “Magic Duel”
Here her horn goes right past her hair line, while i clearly does not in the above image.

Twilight had some absurd magical potential even when she was a child. I’m willing to bet that being intrinsically linked to the Elements of Harmony kinda gives Twi an unfair edge.
On the other side of things, physical differences don’t particularly seem to make much of a difference. Trixie’s unusually big and pointy horn may simply be as much of a cosmetic coincidence as having long hair.

In all seriousness, it’s an interesting observation to make. Trixie has a significantly larger horn than Starlight, yet her magic is nowhere near as powerful. Likewise, Starlight is of equal ability to Twilight despite her horn being smaller.
We can presumably account for Twilight being more powerful than Trixie despite the similar horn size on account of her training (she was still stronger before she was an alicorn)
Yes, the animators are putting more little details into the character designs.
