In reality, all art is subjective and perspective, you can see what you want in it. Though Derpi let’s anyone change the tags to what they see based on somepony elses perspective, regardless of the artist’s intent and vision.
In truth, you were not wrong in assuming that. Nopony can be wrong when it comes to art, as we all see it differently. We see what we want, what we feel.. ad infinitum.

Sunburst’s dialogue and the fact that he’s smiling seem like evidence enough that even if one were to interpret this the other way around he’s at least not unhappy with what’s happening…

To be honest, I was confused about the lack of the semi-grimdark tag myself, and was wondering if the good end tag was a dark joke; without any other context, I concluded that the dialog and the inanimate tf tag meant Sunburst was being transformed into a rocking horse, not being transformed from one. Perhaps a line could be added to the description mentioning this is part of a series, and this image is showing Flurry Heart transforming him back from a rocking horse to a live pony?

no, being transformed into an inanimate object against their will is at the very least semi-grimdark. add in the implication that they may be stuck that way forever, which is pretty common with these things, and it is full grimdark.
but as has been said, this is sunburst being turned from a rocking horse back into a pony, so yeah, not grimdark.

Because you lack the scope of the entirety of the image series. Sunburst has fallen into a trap and later is rescued by Flurry Heart. A grimdark tag is not applicable here.
