The sword is attached to the costume, but the costume (with sword) does actually come off Pip. I thought it didn’t, but it just comes off differently than all the other costumes.

Also, on my Sweetie Belle the horn is painted the mane color & it’s really annoying.

I’m sad to report that I couldn’t get the wolf costume to fit onto Babs’s toy.

Are you saying the sword doesn’t come off the costume or the costume doesn’t come off the pony?

After looking at it more closely, I’m not really sure. The sword won’t come off, it’s attached to the costume. But I’m wondering if the costume maybe could be removed after all. It doesn’t seem to be glued on, and there is an open seam on the bottom. However, part of it is firmly underneath the back of his mane, so getting it off him may damage it, and/or him. It’s not like Sweetie’s or Scoots’s which clearly have a snap joint in the front, and are easy to remove and reattach.
 
Edit: I found there’s actually a second seam hidden under Pip’s mane. Pulling his costume forwards, not upwards like the other two costumes (or as the seam under his forelegs suggests), does readily remove it. And he even has pinto marking on his chest painted on underneath it.
