Vietnam is still governed by the Communist Party of Vietnam. Of course it’s up to debate if their current economic model still has any resemblance to socialism, communism or anything else Marx and Engels came up with.

Pretty much any county that uses capitalist mode of production (so every single one exept North Korea and Cuba) with market also has some amount of central planning. That does not make them more communist in any way (which is a stateless, moneyless and classless society)

This is a mixed economy. Also single-party state and central planning is not communism in any way. It is debatable whether it can even be called state-socialism.

They have foreign investors and a more or less free economy, but still some elements of central planning and the single-party state left to rule. Basically like China, but they don’t like each other very much.
