Mane is molded, tail is not. It was to give a brushable element to them.
This was one of the first signs she was going to be a more permanent character. “Why is a horrible villain getting a toy?” Pissed off a lot of people, too, for taking a spot that would normally go one of the princesses or background characters.

Also, remember back when it was big news when McDonald’s had pony toys? Now I just see this and I’m confused as to why I’ve never heard of it more recently (recently enough to feature Starlight, that is).
Though I just realized by the mane it’s earlier, villain Starlight, so not THAT recent then, okay.

It’s the plastic holder tray she came in in the McDonald’s bag.
I might take some horse pictures of horse with horse next time I’m at the stables.
