What I like best about this dramatic introduction,  
is how intimidating and badass Celestia looks.

Samus is a reliable ally for the Chozo and the Galactic Federation, though.  
Celestia would presumably be on good terms with the Chozo.

It does look like she may have been, now that you mention it.  
There’s no context for Celestia’s first appearance, so it’s up to us to guess.

Either that or it’s Samus.
 
crackpot/crossover headcanon: Celestia has made contact with the Chozo.  
They decided Samus would be a good diplomat for this mission,  
and a useful ally for taking on the Everfree Forest.  
So this event is the equivalent of Samus meeting U-Mos the Luminoth in MP2.
