I’m not sure I understand the question. They’re bounty posters. They mean that the individuals have been charged with a crime (listed) and there’s a reward for their capture.

It’s actually for a Ranma 1/2 crossover fic. The gist of it is that Blood Rite and Swan Song are wanted for crimes involving Ranma and a rather dangerous artifact, from which Ranma was accidentally released. The two on the bottom are the two halves of a ponified Ranma [blame Swan Song]. His curse is still active, but instead of staying the same race, he switches between male earth pony and female pegasus. When I left off reading the fic, rule of funny dictated that Equestrian magic doesn’t interact properly with him, often rebounding, or having the unintended effect [such as an explosion], or seemingly not having the intended effect until after another next spell is cast on him, which still causes the spell to not work properly. So, y’know, typical Ranma shenanigans. Ranma doesn’t create chaos; it just follows him everywhere… which incidentally is why the cutie mark on both halves is the mark of chaos.

Outside of the Ranma 1/2 universe, what exactly does this wanted poster(s) mean?
 
I haven’t read the manga in a very, very long time (I was in the middle of discovering my sexuality at the time, like, straight-up in the middle of high school).
