This would be strong in standard (especially a standard with evolving wilds and ponders) but slow for modern.
 
Turning Ponder into a one mana draw two cards is good value, same with the aforementioned evolving wilds. However spending early turns setting up draw efficiency and playing anything like evolving wilds pass turn two and you’re gimping yourself vs the fastest decks of modern like infect or affinity.
 
It would also be great in expensive commander decks but I prefer commander for casual play so I wouldn’t be one to ask.

I don’t known. This card is already powerful in a meta where there exist fetch lands (even the commons ones like: Warped Landscape, Evolving Wilds and Terramorphic Expanse).
 
Also, your card don’t restrict the ability to be activated only in its controller’s turn. A card that allowed you to pay UU to buy a card in the end of the opponents turn would be overpowered (every deck would have it). If you did that, I would suggest weakening new version of the card by only allowing the ability to be activated in its controller’s turn or when a sorcery could be cast. Even so, I would find to be very strong a card that allows for drawing one extra card for turn paying UU.

I also must give kudos; simple elegant design that gets the flavor down pat. I might argue that 4 mana for a card isn’t powerful enough for the once a turn restriction, but whatever.
