I’m going to assume you’ve an actual reason why you think Celestia showing emotion is out of character, instead of an imagined one…

I think the behavior Celestia is showing in this cover is too out of character.
Ah, yes, Luna goes from super elated to super angry to super crybaby far more often, while Cel’s range is more in between soft grin to soft frown. Plus, she only cried like two, three times. >3<
As the President of the ”I Want to Cum in Celestia!“ club, I’m going to have to revoke your membership.
The biggest issue Celestia has in the show is how limited her emotional range is when compared to the other characters. This cover is refreshing.
As much as I can assest to this, consider how much shig Celestia gets in show and in the fandom compared to Luna. Namely, how Celestia is made out to be evil or useless.
They’re siblings. They fight.
Is that supposed to downplay it somehow?
It was more like hitting Ctrl+Z really.
And erased everypony’s minds of the event in question.
Damn, I keep forgetting about that moment. But in my defense, Celestia and Luna here are exaggerated to the extreme compared to how they were in Slice of Life.
The answer according to the comics is that Nightmare Moon terrorized ponies using dream-walking/nightmares during an indeterminate period at the start of her lunar exile, until Celestia eventually put a stop to it.
